瀝青路面冷再生將舊路銑刨、剝離所得的回收瀝青路面材料，經破碎篩分，抽提測定油石比、礦料級配組成及回收瀝青的性能指標后，按新的瀝青再生混合料配合比設計，適當加入部分新骨料、水、乳化瀝青等，在常溫條件下（不加熱）拌制新的瀝青路面材料。冷再生技術可以降低成本10-20%左右，且生產效率非常高。
